Dr. Joseph is recognized as an exemplary professional who adopts a results-oriented approach, grounded in strategic planning, organizational development, effective communication, quality enhancement, and fostering partnerships across public, private, and non-profit sectors. As a highly sought-after speaker and role model for healthcare professionals, Dr. Joseph obtained her medical education from Bowman Gray School of Medicine (now known as Wake Forest University Medical School) and completed her internship and residency at Howard University Medical School.
An authority in value-based healthcare delivery and a vocal advocate for Medicare Beneficiaries, Dr. Joseph is the esteemed founder of the Coalition of Virginia Healthcare Providers, LLC (CVCHIP), where she serves as Chair and CEO.
Over her esteemed career, Dr. Joseph has garnered multiple accolades, including the title of "Outstanding Humanitarian of the Commonwealth of Virginia." She has contributed her expertise as a former Board member of esteemed institutions such as Richmond Community Hospital, J. Sargent Reynolds Community College, Richmond Renaissance, the Richmond Free Press, Community Transformers Foundation, and Honoring Choices of Virginia. Notably, she has been recognized as a Strong Woman by Dominion Energy, a Fortune 500 Company based in Richmond, Virginia.
Possesses a Juris Doctor degree from North Carolina Central School of Law, a Bachelor of Arts degree in Economics from Morehouse College, and professional certification from the Bar of Georgia with membership in good standing.
Earl has proven extensive expertise in various legal functions, such as drafting, reviewing, and negotiating critical commercial agreements in areas like information technology, SaaS, asset purchase, and lease agreements. Experienced in managing and supervising legal teams to ensure compliance with Federal and State laws, particularly in data privacy and security.
He is skilled in collaborating with senior management and executive teams in all aspects of potential acquisitions, including target identification, due diligence, agreement drafting, and execution. Proficient in structuring, negotiating, monitoring, and finalizing mergers, acquisitions, asset purchases, and loan transactions. Additionally, adept at advising on corporate legal risks, including entity formation, corporate filings, intellectual property, and vendor relationships.
In the realm of CVCHIP, excels in reviewing, editing, and negotiating software and technology agreements, business service contracts, licensing agreements, confidentiality agreements, and other legal documents. Reports directly to the governing body of accountable care organizations on compliance program activities and statuses, managing identified issues and resolutions. Facilitates an annual compliance training program for educating the governing body, physicians, and non-physician members on HIPAA, the Anti-Kickback statute, Stark regulations, and other relevant laws.

Throughout her career, Dr. Charlton has been actively engaged in various healthcare initiatives, including participation in an ACO MSSP and the Medicare Shared Savings Program. At the age of 17, Dr. Charlton enrolled at Spelman College in Atlanta, GA, where she excelled in her studies and graduated magna cum laude in English/premed. She was honored with the prestigious Presidential Award by President Donald Steward, along with a nominal monetary prize. Subsequently, she pursued her medical education at Meharry Medical College and commenced her residency at Harlem Hospital Center in 1981. During her time at Harlem Hospital Center, Dr. Charlton worked alongside exceptional attending physicians, fellows, chief residents, and a dedicated team of medical professionals.
Over the span of four years, she witnessed the transformation of the hospital into the National Health Service Corps. Dr. Charlton then dedicated over two decades to serving at NC FQHC in Soul City NC and Warrenton NC, where she held the position of Medical Director.
Outside of her professional endeavors, Dr. Charlton values work-life balance by engaging in physical activities such as tennis and motorcycle riding. She also emphasizes the importance of maintaining a wholesome diet to promote physical and mental well-being.
Holds a Bachelor's Degree in Mathematics from Waynesburg University in Pennsylvania and an honorary doctorate from the same distinguished Univeristy . She has also obtained degrees from the University of Pittsburgh Graduate School of Public Health and is a certified Administrative Hearing Officer from the Marshall-Wythe School of Law at the College of William and Mary. Marilyn has completed various leadership programs.
Marilyn is the Owner,Chair & CEO of M. H. West & Co., Inc. since 1991. She provides advice and consultation on operational, developmental, structural, regulatory, and strategic matters. Marilyn collaborates with CEOs, executive management, and governance of both public and private sector entities, including corporations, healthcare facilities, federal, state, and local government agencies, law firms, and professional associations. She also offers guidance to public officials, elected representatives, as well as community and civic leaders.
Known for her exceptional analytical, communication (both written and verbal), management, and planning skills, Marilyn is highly decisive and demonstrates strong leadership qualities. She actively engages in volunteer work, business process optimization, and strategic and financial planning initiatives. Marilyn leads projects in business process reengineering, organizational development, strategic planning, and project management. She possesses substantial expertise in regulatory impact studies, business counseling, community planning, workforce development, human resources, survey research, government relations, and lobbying.
Marilyn has served as a Statistician, Allegheny County Health Department (Pittsburgh, PA); Planning Director of a 610 Bed Acute Care Hospital (Pittsburgh, PA); Director of Planning, Virginia Department of MH, MR & SA (Now Department of Behavioral Health); Director of Virginia Certificate of Public Need Program; Director of Continuing Education in MH, MR & SA, VCU;
Marilyn's extensive business and civic involvement includes serving as a trustee for various organizations such as Waynesburg University, Mercy Bon Secours Virginia Healthcare Foundation, Richmond Ambulance Authority, Richmond Transportation Authority, and Westminster Canterbury Foundation.
